Mayor of Porto, Rui Moreira, was the keynote speaker at the conference "Local authorities/regional authorities: models, strengths, risks and limits", on 15 January.

This event took place in the context of the 6th Edition of the Week of the Republic of Cabo Verde.

Rui Moreira stated that the regionalisation is not "the miraculous cure" for these disparities of the functioning of the State. The Mayor further said that "it is difficult to generate general agreements on this topic, either in Portugal or in Cabo Verde".

Rui Moreira further declared that what he intends for Portugal is the establishment of "a political and administrative regionalisation that creates regions with the necessary critical mass of players involved in order to make informed decisions, that often times are taken within the central government with less efficiency".

In such fields as health, education, housing and employment, Rui Moreira trusts that the regional authorities can, in fact, reach relevant goals and save on costs with less waste.
