Porto City Hall, within the Cité des Métiers, is designing a training plan targeted at socially vulnerable people, in order to provide them with health, education, social and economic opportunities.

Most often than not, being without status or being caught in a poverty trap is not the result of a personal choice. In line with this orientation, the municipality of Porto is carrying out support actions with users at the Centre for Emergency Reception. The purpose is to develop different strategies in their approach to the market.

The Cité des Métiers was established in 2006, as a project for broad support to citizens, free of charge, in the areas of information and advice on careers, jobs, training and entrepreneurship.

This project was created in the framework of the Réseau Cités des Métiers, established in France in the nineties.

Its fundamental mission is to promote citizen's employability and entrepreneurship on a framework of actions for the development of competences and qualifications, strengthening their ability to adjust to market changes.

Within Porto City Hall's multi-disciplinary and integrated approach, former Hospital Joaquim Urbano has become the headquarters of a pioneer project to tackle homelessness in the city of Porto.

The approach implemented by Porto Municipality is important to support the framing of a national strategy regarding homelessness, promoted by the Portuguese Presidency.
